The idea of setting up a coach manufacturing unit in Rae Bareli was first conceptualized during the tenure of the Congress-led UPA government under the leadership of Prime Minister Dr. Manmohan Singh. The initiative gained momentum due to the strong advocacy of Sonia Gandhi, then Member of Parliament from Rae Bareli and UPA Chairperson.
Recognizing the lack of industrial development in the region and the pressing need to boost coach production for Indian Railways, the project was approved in 2007. The foundation stone for the Modern Coach Factory was laid in 2007, and full-fledged operations began in the early 2010s. The Congress party envisioned MRCF as a hub for modern railway manufacturing, technological advancement, and regional upliftment.
